Sunderland have been in advanced talks for the  23-year-old midfielder  and a fee of around £10m has been agreed between the two clubs on a five-year contract.
The England international made just 10 appearances for Manchester City last season having been hindered by a series of injuries since his arrival from Everton in a £12million move in the summer of 2012.
Rodwell is determined to play regular first-team football as he looks to kick-start his career and boost his chances of adding to his three England caps, the last of which came against Brazil in a friendly at the Maracana in June 2013.

Poyet's transfer business so far this summer has been of the low-key variety, with Jordi Gomez, Billy Jones and Costel Pantilimon signing on free transfers and Chelsea fringe player Patrick van Aarnholt also arriving.
Rodwell would be the second high-profile Englishman to leave Etihad Stadium this summer after Gareth Barry signed for Everton.
Having failed Uefa's Financial Fair Play rules last season, Manchester City must name at least five home-grown players in their 21-man Champions League squad this season
